Mem File Quansheng UV-K5 (8)

Hi been updating a local mem file for the UV-K5 Radio
in both Chirp and Quansheng CPS formats
Contains all local repeaters, Simplex . PMR 446 and local airband

Tested on Version 1 Radio with F4HWN Firmware.
